Position Summary
This position works with a counterpart Operations Supervisor and shares supervisory responsibilities of the following: Street Division including general maintenance, preventative maintenance, stormwater, street lighting, snow removal, and construction; and/or Water Division including watershed and reservoir operations, water treatment and distribution; and/or Wastewater Division including collection system operations and wastewater treatment plant (lagoons); and/or the Facilities/Fleet/Shop supervision; ensures compliance to governmental regulations and city specifications; ensures that corresponding needs of citizens are served.
Required Education and Experience
Minimum Qualifications:
- High School Diploma or General Education Diploma (GED)
- Five (5) years of experience in street and/or highway maintenance, construction and wastewater/water system maintenance and construction, with at least two (2) years in supervisory capacity; or any combination of experience and educational training that demonstrates provision of the knowledge, skills and abilities listed below.
Additional Eligibility Qualifications
- Must possess or be able to obtain a valid and appropriate state driver’s license prior to employment.
- This position may be subject to the City of Baker City Drug and Alcohol Testing Policy.
- Currently have or make progress toward and obtain appropriate certification for supervised operation (water or wastewater).
Essential Functions
- Work cooperatively with counterpart Operations Supervisor and Public Works Director to coordinate division of supervisory responsibilities to ensure that workload is equitable and suited to Supervisors’ knowledge and experience.
- Performs and/or plans, coordinates, assigns, supervises, reviews and inspects work for employees engaged in street, wastewater, water, stormwater, airport and street light maintenance, operation, construction, and repair tasks; supervises the maintenance of unpaved streets and other dirt grading and removal work; construction, maintenance and repair of paved streets, culverts, water, storm and wastewater systems, and sewer/water treatment plant operation.
- Assigns and supervises the allocation and operation of personnel, vehicles, equipment, tools, supplies, and materials used in all street operation, maintenance, and construction projects and wastewater and stormwater maintenance projects, water distribution projects and all streetlighting projects.
- Assists, confers with and recommends to the Director of Public Works relative to projected plans and improvements for all department operations; may be required to assist Director of Public Works with planning in all other Public Works Department areas.
- Assists Public Works Director in budget document preparation; monitors street, wastewater, street lighting, , water and stormwater department operational expenditures.
- Prepares personnel evaluations, carries out disciplinary actions; recommends on hiring, promotions, demotions, transfers, and discharges for departmental employees.
- Maintains current knowledge of and observes all safety rules as set forth by Occupational Safety and Health Administration (OSHA) and city standards and monitors street, sewer and water distribution department for compliance with safety regulations; supervises and trains crews in safety. Serves as a primary example of safety to the crews.
- Attends related educational and training courses and seminars as needed to maintain current knowledge and required certification for street, water and wastewater related operations.
- May be required to assume duties of any other area of Public Works Department in absence of other supervisors or Director or Assistant Director of Public Works.
- Monitors operation of water and wastewater treatment plant and collection systems to ensure compliance with all required government regulations.
- Prepares daily crew disposition along with other public works supervisors; works in close conjunction with other public works supervisors to ensure cooperative completion of all public works projects; works in close conjunction with other public and private agencies to ensure cooperative completion of assigned tasks in timely and efficient manner.
- Works effectively as a positive, cooperative, team-oriented member with public, agencies, contractors, co-workers, subordinates, and supervisors.
- Utilize appropriate supervisory techniques to promote a positive and collaborative relationship with and between peers and subordinates.
Other Identified Task Statements/Duties
- Reviews timecards for accuracy; prepares monthly reports covering job activities accomplished.
- Supervises and monitors warehouse yard to ensure safe storage of equipment and materials.
- May locate wastewater, stormwater and/or water lines and services.
- Prepares and arranges distribution of correspondence or memos to notify public of street, water or wastewater maintenance projects affecting property owners.
- Document operations with photos for weekly/monthly/annual reports.

Considerable Knowledge of:
- Supplies, tools, equipment and vehicles used in street, water, wastewater and stormwater system operation, maintenance and construction;
- City and OSHA safety regulations;
- Supervisory techniques, methods, and personnel evaluation procedures;
- Methods and techniques used in dust abatement, chip seal, patching, paving, grading, sealing streets, operation and maintenance of wastewater, water and stormwater systems;
- Business English, spelling, grammar, punctuation and composition.
- Mathematics for the computation of costs, volume, area, and other algebraic or geometric problems related to this position.
Skill:
- Self-motivated / takes initiative;
- Use of computer and knowledge of Microsoft Office programs;
- Basic understanding of AutoCAD;
- Collaborates effectively with other departments.

Supervision Received
Works under the direct supervision of the Director of Public Works who assigns non-routine tasks and reviews work for conformance to departmental policies and procedures.
Supervision Exercised
Exercises full supervision over employees engaged in a variety of skilled and unskilled operation and maintenance tasks involving street, wastewater treatment and collection facilities, stormwater, street lighting, and water transmission, treatment and distribution facilities and services; assigns tasks, and reviews work for conformance to departmental policies and procedures.

Position Type/Expected Hours of Work
This is a full-time position, forty (40) hours per week. Days and hours of work are either Monday through Thursday, 6:30 a.m. to 5:00 p.m. or Tuesday through Friday, 6:30 a.m. to 5:00 p.m. This position may be required to work overtime, particularly during construction season.

Employee will need to maintain good physical condition that will allow the performance of assigned ta40-in and efficient, effective and timely manner; including ability to physically enter and exit manholes without assistance. Employee is required to have a city-supplied cell phone for emergency availability 24 hours per day; forty (40) hour work week; may be required to work overtime and to respond to emergency calls 24 hours per day.
