The City of Hillsboro’s Water Department proudly serves high-quality drinking water to more than 91,000 customers in the City of Hillsboro and in rural Washington County and is a partner and the managing agency for the Joint Water Commission, which serves over 400,000 customers.  We are excited to announce the recruitment for a new Water Resources Management Analyst position to support our Water Resources Division.

The velocity and volume of data generated by source water monitoring, treatment plant operations, distribution system operations, and automated meter readings (AMR) is continuously increasing and requires effective data management.  This position is responsible for providing data analysis and visualizations to support project teams in the Water Department, streamlining processes, managing demand and supply data for the Hillsboro Water Department and Joint Water Commission, meeting compliance and reporting requirements by efficiently maintaining data sources, and advancing data culture across the organization. Specifically, this position will lead demand forecasting, supply availability analysis, system demand reporting requirements, and provide special project support for data analysis and visualization.

Primary Responsibilities
This position will support the Water Resources Division in a variety of projects related to water rights, usage, demand, and consumption information that is delivered to City departments, partner agencies, and regulatory bodies.  The Water Resources Management Analyst will perform the following functions:

  • Analyze, organize, and integrate large amounts of data into clear and concise presentations and reports
  • Create professional visuals that are easy to understand
  • Format data for models, analysis, and visualization
  • Translate business requirements into technical requirements
  • Utilize water demand forecasting methods and water resources planning to anticipate the future demand of water

Current and Upcoming Projects

  • Lead water demand projection updates in partnership with multiple workgroups and departments
  • Create data visualization dashboards to inform decision makers, analyze trends, improve business processes, and automate reporting
  • Create decision making tools and presentation materials for the integration of the Willamette Water Supply System to Hillsboro’s system
  • Assist with deployment of a water conservation and communication software to provide great customer service
  • Work closely with department’s SCADA analysts to troubleshoot issues and document data-related processes

Acceptable Experience and Training

  • Associates degree AND 4 years’ relevant data management experience; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing/Certifications

  • Valid driver’s license and safe driving record

Additional Information

Preferred Skills, Knowledge, and Experience

  • Strong math, logic, and statistical skills
  • Prior experience working with SCADA systems highly valued
  • Experience with Tableau, PowerBI, Seeq or similar programs for data analysis and visualization
  • Excellent Organizational and project management skills
