The Eugene Water & Electric Board is currently seeking a Water Operations Manager who reports to the Chief Operations Officer and is responsible to plan and manage EWEB’s Water System, including Source Water Protection; Treatment and Distribution Operations and Maintenance; Engineering; Construction; Metering; and Compliance functions.

It has never been a more exciting time to work for EWEB’s Water Division which consists of an 80 million gallon per day water treatment plant, 800 miles of distribution pipe, 26 pump stations, 22 reservoirs, numerous pressure zones serving almost 200,000 customers through both wholesale contracts and retail.  The selected candidate will serve in a leadership role, will manage a team of approximately 80 employees with approximately 7 direct reports that oversee the EWEB Water System, and will be charged with several key strategic initiatives including watershed restoration, construction of a second water treatment plant, base-level storage upgrades, and advanced meter deployment and systems implementation.

Operations Managers are also responsible for:

  • Long and short-term planning and execution of work related to capital improvement projects, work asset management, engineering master plans, emergency response and operational resiliency efforts.
  • Establishing operational performance indicators, monitoring progress against plans and directing adjustments as necessary.
  • Ensuring operations are appropriately resourced in terms of both financial and human capital.
  • Ensuring compliance with legal and regulatory requirements and that work is conducted in accordance with EWEB safety standards, Board and organizational policies and guidelines, and occupational best-practices.

The successful candidate will have knowledge of and direct experience in:

  • Reading and interpreting engineering plans.
  • Managing resources and budgets for multiple work groups.
  • Large scale construction projects and associated support and resource requirements.
  • Regional, state, and federal regulatory requirements related to municipal water systems (OHA, EPA, DEQ, OWRD, NELAC, etc.).
  • Creating and managing contracts and inter-governmental agreements desirable.

The starting annual salary for this position is $119,814.69 – 171,163.75, commensurate with knowledge, skills, education, and experience as it relates to the position.

This position is based in Eugene, Oregon and is eligible for a hybrid work arrangement involving a combination of telecommuting and working in-office based on agreement between the hiring manager and the successful candidate.

MINIMUM TRAINING AND EXPERIENCE REQUIRED:

Minimum Experience: Ten years of progressively responsible work experience in a directly related functional area, to include Source Water Protection; Treatment and Distribution Operations and Maintenance; Engineering; Construction; Metering; Compliance, or a related field, which includes five years of direct supervision and at least three years of divisional management over multiple operational groups OR an equivalent combination of professional, senior, lead, or project management experience may satisfy the management requirement. Experience managing multi-disciplinary groups in a utility, construction operations, or public works is highly desirable.

Education: Bachelor's degree from an accredited college or university in a directly related technical field or an equivalent combination of education or journey-level certification plus additional job-related experience may be qualifying.

Desirable Certifications: Oregon State Water Distribution or Treatment Operator IV Certification or a Registered Professional Engineer in the State of Oregon helpful.

Equivalency: An equivalent combination of experience and training that demonstrates the required knowledge, skills, and abilities may be qualifying.
