The City of Hillsboro’s Water Department proudly serves high-quality drinking water to more than 91,000 customers in the City of Hillsboro and in rural Washington County and is a partner and the managing agency for the Joint Water Commission, which serves over 400,000 customers.  We are excited to announce the recruitment for a new Water Distribution Manager in the Water Operations Division. This is responsible managerial work in the maintenance, repair and construction of the water distribution system. The position serves as “Direct Responsible Charge” (DRC) for the Water Distribution System and complies with all state requirements in completion of duties. Examples of Essential Work
The principal function of an employee in this class is to oversee total operations related to the Water Distribution System, Barney Reservoir, Transmission Lines and conveyance, Upper System, staff and budgets. Responsibilities include overseeing operation and maintenance of the in-town distribution system, and repair of water conveying facilities, systems and equipment; identifying staffing and resource needs; participating in the development of water goals and objectives; planning and participating in the most difficult duties related to maintenance, operation and repair; and assisting with budget development and tracking. Incumbents supervise staff including conducting performance evaluations, coordinating training; and implementing hiring, discipline and termination procedures.

ESSENTIAL DUTIES:

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

  • Serves as “Direct Responsible Charge” (DRC) for the Water Distribution System and complies with all state requirements in completion of duties.
  • Provides supervision and oversight of the daily operations and maintenance of water systems, Upper System SSFP plant and equipment; ensures the provision of adequate, safe and potable water for community consumption and operates and maintains the system according to state and EPA rules, regulations, codes and policies.
  • Oversees the daily operations and maintenance of water distribution network, system storage, conveyance facilities and related equipment.
  • Supervises staff including: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
  • Monitors and performs adjustments to systems and equipment; troubleshoots operational problems; maintains operational and water quality and supply requirements.
  • Plans, organizes and coordinates projects; identifies resource needs; monitors and tracks project activities and schedules. Maintains required documentation and records.
  • Oversees the development, implementation and evaluation of work programs, projects, processes, and procedures; makes recommendations for process and service delivery improvements.
  • Develops short and long term planning; assists in developing programs and managing projects; prioritizes and identifies resource needs; and participates in the development of water goals and objectives.
  • Administers safety and loss control programs; reviews and monitors work safety policies and procedures; reports unsafe conditions or safety issues; recommends practices to address issues.
  • Assists in preparing and oversees operational and capital improvement budgets and compliance.   Oversees the maintenance of required data, documentation, and reporting.
  • Position requires on-call availability 24 hours a day and ability to respond within 1 hour of an emergency.
  • Ensures maintenance of all required permits, licenses, certifications and other applicable government authority requirements and inspections, as well as furnish any documentation, bonds, security or deposits required to permit operators performance of services.
  • Manages records and information in any format, in accordance with applicable statutes, regulations and City policy, guidance and records retention schedule.
  • Performs other duties of a similar nature and level as assigned.

Upcoming Projects
The Willamette Water Supply Program is a partnership between the Tualatin Valley Water District, the City of Hillsboro and the City of Beaverton to develop the mid-Willamette River at Wilsonville as an additional water supply source. This new system, when operational in 2026, will provide a reliable water supply for the region by helping water system operators balance supply during times of drought or other supply interruptions, as well as recover more quickly after a large natural disaster. Water Operations is preparing for the new water system integration, planning for unidirectional flushing of Hillsboro’s system and total flow control between the two sources. Ongoing asset management implementation and continuous maintenance programs improvements to meet levels of service goals in the water system are principal goals of the Operations Division.

Acceptable Experience and Training
Associates degree in an environmental or sciences related field; and six years of related experience in all phases of water distribution and/or construction/maintenance of municipal water systems and supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing/Certifications
Depending on assignment, some positions may require:

  • Valid Driver’s License and safe driving record;
  • Oregon Health Authority (OHA) issued Water Distribution Level 4 certification;
  • Additional specialized certifications may be required, based on area of assignment.
