Description

The City of Lynnwood is looking for a highly qualified candidate to fill the position of Senior Engineering Technician – Wastewater Pretreatment and Cross-Connection Control. The primary responsibility of this position will be to ensure the City’s water and sewer utilities remain in compliance with its local, state and federal permit requirements.

For wastewater pretreatment, this position will be responsible for administering the entire program. The elements of this program include:

  • Ensuring compliance with local, state, and federal requirements, including preparation and submittal of required annual reports
  • Authorize discharges into the sewer system for both industrial discharges and limited term discharges
  • Coordinate with the WWTP to investigate, identify and eliminate illicit sewer discharges
  • Inspect food service establishments (i.e., restaurants, commercial kitchens and food manufacturers) for compliance and prepare inspection reports
  • Inspect and ensure maintenance of grease pretreatment devices such a grease traps and interceptors
  • Coordinate with staff to address and correct FOG problems in the sewer collection system
  • Prepare and issue enforcement notices of noncompliance and notices of violation
  • Educate kitchen staff and owner/managers on proper disposal and handling of FOG and discuss any non-compliance issues with the owner/manager
  • Distribute and conduct education and outreach to businesses, clients, property owners/managers, and residents
  • Enforce the Lynnwood Municipal Code
  • Enter inspection data into an asset management database
  • Track compliance progress
  • Reviewing and approving construction plans which include installation of pretreatment devices

For cross-connection control, this position will be responsible for administering the entire program. The elements of this program include:

  • Ensuring compliance with local, state, and federal requirements, including preparation and submittal of required annual reports
  • Inspect and test cross connection control and backflow devices connected to the City’s drinking water system, and ensure that it is protected from contamination
  • Inspect residential and commercial facilities for compliance with backflow regulations
  • Assist in identifying and eliminating drinking water contamination
  • Approve the installation of backflow prevention devices at the time of final inspection of new and remodeled residential and commercial facilities
  • Conduct water quality sampling, testing, and monitoring activities, including annual testing and reporting to ensure conformance with regulatory standards
  • Performs cross connection surveys to determine locations of actual and potential cross connections
  • Maintain records of all backflow inspections, cross connection surveys, and violations
  • Prepare and mail notices to customers including backflow prevention device test notices, second and final notices of delinquency to test backflow prevention devices, and water shut-off notices for failure to test backflow prevention devices

Other duties of this position include:

  • Update the City’s pretreatment and cross connection regulations as necessary
  • Issue hydrant use permits
  • Review and process business licenses (as they pertain to these programs)
  • Performs other duties as assigned.

This position provides technical support services to the department’s office and field activities by coordinating with Project Managers, consultants, contractors, and other agencies on design development, and construction administration.  Provides plan review and on-site inspection on a wide variety of private development and capital projects and collects, analyzes, and maps data, provides management reports and support materials.  Employees of this class are expected to exercise independent judgment in solving field and office problems.  This position may also include special assignments as directed.
