The City of Hillsboro Water Department is seeking a Principal Engineer to join their dynamic, collaborative team. The Hillsboro Water Department operates at a metropolitan scale from a suburban environment, with responsibilities for local water distribution as well as for regional water supply, providing drinking water supply to nearly 400,000 people. The Water Department is working on a $520 million 10-year capital improvement program. This is an excellent opportunity to serve as a technical resource for the City, Joint Water Commission, and the Willamette Water Supply Program.

This Principal Engineer position works within Water Department, Engineering Division. This individual manages the Capital Improvement Section that is responsible for designing and constructing the water infrastructure; providing quality assurance and engineering sign-off on projects; and the development of design standards and specifications. This position will prepare and manage the capital budget.  Additionally, this role will serve as a supervisor for the engineering project managers, conducting performance evaluations, coordinating training, and implementing hiring procedures.

This position requires a strategic thinker and technical leader with extensive knowledge on water infrastructure, including the water treatment plant and distribution systems; and a collaborative team-builder that effectively leads projects and an excellent communicator to all types of stakeholders including field and operations staff, managers, engineering staff, other departments, and executive leadership.

Examples of Essential Work

The Principal Engineer position is a dynamic role that manages and coordinates the engineering activities of the Capital Improvement projects, from planning to design and construction. The City of Hillsboro Water Department is responsible for managing approximately $500M worth of assets. This includes planning new capital expansion, planning asset retirement and capital replacements, making operational upgrades, and responding to unexpected repairs. Additionally, the Principal Engineer is responsible for reviewing development projects, conducting analyses to identify the public improvements requirements as a condition of the development approval.

The ideal candidate will have a combination of training and experience to successfully:

  • Facilitate and lead Water Department workgroups, meetings, and workshops to develop program standards and implement City-wide policies and objectives.
  • Provide leadership and supervision of the Water Department- Engineering Division CIP Section.
  • Work collaboratively working with other departments to help in with City-wide Capital Improvement Program Roadmap.
  • Provide oversight and coordination of capital improvement projects, including design and construction phases, and coordination of equipment and staff.  Attend meetings to present information and address related issues and actions.
  • Collaborate with the Engineering Division - Asset Management Section, to develop a comprehensive water infrastructure condition assessment program.
  • Identify, establish and monitor project budgets; manages construction contracts, resources, and contractor payments.
  • Provide inspection support and project monitoring to ensure compliance with applicable codes, regulations, and standards.
  • Use strong communication skills to convey technical information to broad audiences, provide regular project reporting to management and elected officials, and maintain organized records for retention.
  • Collaborate positively with a wide range of stakeholders.
  • Lead teams of professionals on complex projects to a common goal.

Acceptable Experience and Training

Bachelor’s degree in Civil, Environmental or Water Resources Engineering or a closely related field and 7 years of civil engineering experience, including 3 years of supervisory responsibilities; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Preferred qualifications

  • 5+ years of engineering project management experience
  • 2+ years of working with water hydraulic modeling software
  • Expertise in large pipes, pumps, and water treatment facilities in design and construction

License requirements

  • Valid driver's license and a safe driving record
  • Professional Engineering License in State of Oregon
