FIELD TECH LEAD
The Field Technician Lead position is responsible for the operations and maintenance of pumps, automatic valves, motors, instrumentation and control equipment of the water facilities and distribution system, as well as providing technical and electrician support and service for water system instrumentation and control equipment. Uses mechanical skills and hydraulic aptitude and assist in the planning, operation and implementation of various water functions. Acting as a Lead, this position may direct duties of others in job scope, as well as perform and control the making of electrical installations in the Water Operations facilities.
Requires knowledge of water distribution systems; Maintains supervisory control equipment, instrumentation, pump stations, reservoirs, and monitoring facilities; Performs trouble shooting and analysis of computer generated information via telemetry systems, maintenance and electrical tasks on water distribution systems.
EXAMPLES OF WORK (Illustrative Only)
1) Coordinates and participates in various electrical repair activities
2) Operates and reviews water transmission and distribution systems related to pump stations, reservoirs, and control facilities as well as recording and calculating daily demands and use
3) Plans work independently. Works on construction, repair and maintenance projects such as meter installation and repair, pump and motor installation/repair, electrical system installation/repair, pressure/flow regulating equipment, pump station, water reservoirs, water treatment and disinfection facilities, and care for auxiliary facilities and grounds.
4) Ability to navigate and interpret SCADA and security system software applications and make adjustments as necessary. Understands and assists in the repair and /or programming of the SCADA system.
5) Maintains various cathodic protection systems
6) Prepares clear, legible daily notes, written reports and work-in-progress updates. Will also conduct master meter readings for annual water report
7) Utilizes and understands operation of laptops, personal computers and programmable
8) Performs independent construction, maintenance and operation of water quality monitoring/testing equipment such as chlorine residual, pH and turbidimeter analyzers
9) Coordinates training of distribution operation for stand-by personnel
10) Demonstrates safe work habits/ creates safe work environment for employees and public
11) Supervises contractors and temporary agency employees as assigned
12) Performs other duties of a similar nature or level
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
Considerable knowledge of pumps, automatic valves, flow meters, hydraulic pilot systems, PLC Ladder Logic, SCADA and telemetry control systems; Knowledge in principles of water distribution, scheduling, training, safety, National Electric Code (N.E.C.), record keeping and cathodic protection; Skills in the use of personal computers and related software, prioritizing work, installing, repairing, troubleshooting, and performing maintenance on various types of equipment; Skill in communication and interpersonal interaction with co-workers, supervisor and the general public sufficient to exchange or convey information and to receive work direction; Ability to express oneself clearly and concisely.
TRAINING, EXPERIENCE, AND LICENSING REQUIRED
High school or vocational school graduation and eight (8) years of progressively responsible lead, electrical and water distribution experience or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above; General Supervising Level Electrician License from the State of Oregon or ability to obtain. Will consider at hire General Journeyman Electrician. Other certifications/license required are a Oregon Water Distribution Certification Grade I, and/or obtain a Grade I Certification within 18 months of hire and Grade III within 9 years of hire. Valid Oregon Driver’s License Class A CDL and acceptable driving record. Other desirable certifications/license are a mechanical pump certification/license and Oregon Water Treatment Grade I Certification and/or General Radio Telephone Operator Licensee.
Positions in this class typically require vehicle driving to and from project sites, kneeling, crouching, repetitive motions, reaching, standing, walking, fingering, grasping, talking, hearing and seeing.
Heavy Work: Exerting up to 100 pounds of force occasionally, and/or 50 pounds of force frequently, and/or 20 pounds of force constantly to move objects.
Positions in this class may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, limited ventilation, chemicals, extreme temperatures, low-level lighting, workspace restrictions, intense noises, travel and must be available for 24-hour emergency response. Maintains reliable and predictable attendance.
