Located in one of the most spectacular and scenic areas of Washington State, Port Angeles is situated on the northern edge of the Olympic Peninsula along the shore of the Strait of Juan de Fuca. The Engineering Division of the City of Port Angeles Public Works Department administers Civil and Electrical Engineering, CADD services, and oversees Capital Facilities Projects. Under general supervision of the City Engineer, the Civil/Utility Engineer supervises, coordinates, and performs work involved in the preparation of working drawings, plans, specifications, and estimates relating to the design, construction, and maintenance of public works projects and facilities. Such projects include water, wastewater, stormwater, streets and solid waste systems. The Civil/Utility Engineer administers contracts and manages construction projects and consultant agreements, and may also assist in the administration of functional areas within the combined engineering program of the city, including streets, storm water, traffic signals and other engineering projects, along with development plan reviews, grant/loan support and permitting. The primary initial assignment for this position will be the management of the stormwater program. Job functions also include the evaluation, design, and construction of capital projects for the stormwater system. The position may be reassigned as needed by the Engineering Division to include work for the street system and for the solid waste, water, and wastewater utilities. This position is represented by AFSCME Local #1619.
Education & Experience: This position’s title designation will be dependent upon the selected candidate’s education and experience. Civil/Utility Engineer II designation: Bachelor of Science degree in civil engineering or related engineering discipline. Possession of an Engineering-in-Training certificate is required. Possession of a valid Professional Engineer’s License from the State of Washington or a minimum of eight (8) years of progressive engineering experience under the direct supervision of a licensed engineer is required. Civil/Utility Engineer III designation: Above education and experience. Graduation from an accredited four-year college or university with a degree in Civil Engineering or related field. At least ten years of experience in the design of municipal water, sanitary sewer, storm drainage, transportation, solid waste, and/or open stream projects. Washington State Professional Engineering license, or the ability to obtain one within six months is required.
