The Water Business Analyst provides high level support and financial analysis for the Administrative Division of the Water Department at the City of Hillsboro. The primary responsibility of this position is to work with Water Department staff on development and implementation of project budgets, as well as general accounting functions that include billing and payment of Water Department expenses, including those related to Water Treatment, Water Operations, Water Resources, and Water Engineering. The position’s project role will be the preparation of annual reports, capital improvement programs, rate studies, performing audit research and providing necessary information to Water and Finance Departments, along with tracking and accurately classifying capital outlay, personnel services, and materials and supplies expenses.
Project work includes assisting the Business and Administrative Manager with long range rate modeling and with forecasting projects using the department’s rate forecasting model, as well as assisting with work involving System Development Charge analysis.
The Water Business Analyst will have the exciting opportunity to be part of the team doing the financial work needed for the City’s participation in the Willamette Water Supply Program – a new water supply under development with an overall capital budget of over $1 billion!
Acceptable Experience and Training
Associate’s degree and 4 years experience related to area of assignment; as assigned, Bachelor’s Degree is a plus; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Experience working with multi-million dollar capital improvement programs is a plus.
