The Hillsboro Water Department is a leader in the Oregon water industry, providing water to communities serving more than 375,000 people across Washington County. With 78 employees in four divisions, the Department’s highly qualified staff strives for excellence and thrives in a dynamic work environment. The Department manages both local and regional water systems, with comprehensive responsibilities that include management of stored water supplies, operation of two water treatment plants, and operation of the Hillsboro water distribution system that serves 25,000 retail accounts. The Department is the managing agency for two multi-agency partnerships, responsible for system operations and for management of their independent governing commissions. The organization and its programs are both growing rapidly to serve a rapidly growing community. The leading example of that commitment is the Department’s investment as a 40% partner in a $1.2 Billion program to develop a new regional water supply system.
This is a new position, joining a team of three other division managers who report to the Water Director. The position will manage the staff of the Water Department’s Administration & Finance Division, which is currently budgeted for seven positions. The Division provides day-to-day administrative support to the entire department. The Department’s financial activities are managed by this Division, including budget development, capital program funding, development of rates and charges, and financial modeling. The Division has lead responsibility for developing programs and policies for business practices and reporting, and for risk assessment and management. This Division also leads the Department’s meeting support for three governing commissions.
The Ideal Candidate
The successful candidate must demonstrate effectiveness as a working manager with the ability to adapt in a dynamic work environment. The successful candidate must demonstrate strong interpersonal skills and a collaborative approach to leadership. Excellent writing skills are required. The ideal candidate will also bring experience managing municipal utility budgets and finances, and skill in organizational assessment and development.
