Position Summary
Plan, coordinate, direct, and supervise the operation, maintenance, and repair of the City's wastewater collection and surface water management systems ensuring safe, continuous, and cost effective operation consistent with local, State, and Federal regulations. These tasks are illustrative only and may include other related duties.

Essential Functions
Plans, directs, and coordinates the operation, equipment installation, maintenance, and repair of equipment necessary for continuous, safe and cost effective operation of the wastewater collection and surface water management systems, including but not limited to pipes, manholes, catchbasins, ditches, detention/retention facilities, and urban streams. Develops goals, objectives, policies and maintenance programs to minimize system downtime and service interruptions. Utilizes staff efficiently and effectively to cover operations.

Develops, implements and monitors operational and maintenance work plans, processes, and procedures to achieve work group objectives and performance measures.

Maintains knowledge base to communicate, administer, and ensure compliance with all State and federal programs and regulations including OSHA, ADA and all other applicable rules and laws.

Evaluates effectiveness of services and programs, and recommends improvements and modifications. Researches regulatory developments and formulates strategies to meet operational and maintenance requirements. Provides quality assurance management. Forecasts and plans for short and long range operations and maintenance needs. Participates in design review, to include infrastructure evaluation, research and recommendation of improved process design.

Plans, coordinates, manages and/or participates in technical projects related to areas of responsibility. Develops and implements contract documents, plans, specifications, special projects, and bid documents. Administers contracts and manages budgets associated with contract work. Communicates and collaborates with contractors and other organization staff working on projects. Resolves performance issues with contractors.

Writes letters, memorandums, technical documents, and reports related to the operation, strategic planning, and management of areas of responsibility.

Monitors and coordinates purchasing of materials, equipment, and supplies to comply with purchasing policy guidelines and to remain within established budgetary constraints. Prepares equipment and material specifications and cost estimates. Prepares purchase orders. Develops, administers, and monitors operations and special projects budgets. Conducts cost analysis on purchasing and contracting alternatives.

Provides expert consultation, assistance, technical advice, and support to the Division Manager. Participates in division planning and coordination.

Functions as a team member in the management and operation of assigned program areas. Provides technical and operational input for improvements to infrastructure systems; provides technical guidance to ensure highly productive and effective work teams and programs. Demonstrates understanding and good judgment in the evaluation of complex technical and/or financial information and alternatives related to program and policy development. Coordinates activities with other supervisors, managers, and work groups.

Develops technical information resources, project data, and historical reference files.

Responds to emergency calls 24/7 and coordinates emergency response activities.

Manages and evaluates safety, training, and security policies and procedures. Investigates accidents and claims and implements modifications as required. Conducts staff safety meetings and ensures safety inspections are conducted as required. Conforms with all safety rules and performs work in a safe manner. Ensures staff maintains a safe working environment and compliance with federal and State health and safety guidelines and regulations.

Responsible to plan, prioritize, assign, supervise, and review the work of staff. Performs personnel duties such as selection, evaluation of performance, discipline, and termination of employees. Makes effective recommendations in hiring and termination decisions. Counsels employees as appropriate. Provides career development opportunities for staff. Develops processes that involve employees in decision making. Implements and communicates goals and expectations for staff performance. Ensures appropriate training is provided.

Communicates with the public, local officials, other municipalities, and other City departments on matters related to the wastewater collection-surface water management system. Develops and provides public information and educational services. Participates in and represents the City at technical conferences, professional organizations, and public meetings. Serves as a liaison to private contractors, engineers, property owners, and regulating agencies in matters related to the wastewater collection-surface water management system. Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.

Attends meetings and/or serves on a variety of City committees and task teams.

Attends necessary training to maintain State certification levels and City safety standards.

Complies with all Administrative Policies. Performs work in accordance with Council Policies and Municipal Code sections applicable to the position.

Delivers excellent customer service to diverse audiences. Maintains positive customer service demeanor and delivers service in a respectful and patient manner.

Maintains effective work relationships.
