Located approximately 20 miles northeast of Seattle on the “Eastside” of Lake Washington, the Woodinville Water District serves an area that is home to roughly 50,000 residents and some of Washington’s top wineries. The Woodinville Water District is a regional agency which has a footprint in the cities of Redmond, Kirkland, Bothell, and Woodinville, the location of the District office, as well as large portions in unincorporated King County. The District purchases all of its water supply from the City of Seattle for distribution to its customers. The District also provides sewer collection services, and contracts with King County for regional transmission and treatment services. The District serves approximately 14,350 water customers and just over 3,000 sewer customers, and currently sells roughly 1.5 billion gallons of water annually. The organization of the District includes an elected five-member Board of Commissioners, supported by a General Manager and a staff of thirty-four employees. In 2017, the District had an operation and maintenance budget of $20 million and a capital budget of roughly $6 million.


Working under the direction and authority of the Board of Commissioners, the General Manager manages and directs the overall operation of the District to ensure compliance with State statues, District goals and policies, and applicable governmental regulations. The General Manager is responsible for leading the management of Operations & Maintenance, Engineering & Planning, Finance, IT, Customer Service, Administration and Public Information. A management team of these areas reports directly to the General Manager. This position has primary responsibility for Board communication, implementation of Board direction, serves as liaison between Board and District staff, and leads the implementation of the Board’s policy and strategic decisions in support of the District’s mission.


A bachelor’s degree in Business Administration, Public Administration, Engineering, or a related field, and five (5) years of progressively responsible experience in the supervision or management of a water and sewer district or public utility is required. Experience in the General Manager position is preferred. Professional accreditation such as a P.E. license or Water District Manager 4 certificate are also desirable but not a requirement of the position. Candidates may possess any combination of relevant education and experience that demonstrates their ability to perform the essential duties and responsibilities.
