General Manager

Olympic View Water and Sewer District Edmonds, Washington

Salary Range: $125,000 – $165,000


Olympic View Water and Sewer District is beginning the search for a proven leader to become their next General Manager. Located in the southwest corner of Snohomish County, the District provides water and sewer service to approximately 15,000 customers located in a portion of the City of Edmonds, the Town of Woodway and areas of Unincorporated Snohomish County.

Established in 1937, the District has just over 4,900 water connections and 4,650 sewer connection. In addition to providing water distribution and sewer collections, the District owns and operates a surface water treatment plant, Deer Creek Water Treatment Plant. Upgraded in 2019, the treatment plant can provide up to 40% of the water demands for the District. In addition to producing their own water, the District has a long term contract with Seattle Public Utility for water and a long partnership with the City of Edmonds, Mountlake Terrace and Ronald Wastewater for wastewater treatment. With a staff of 12, the District has an annual operating budget of

$5.6 million and a capital budget averaging $2.2 million over the next six years.

The General Manager is responsible for oversight of all District operations, including short and long term planning required for the continued success of the District. This includes the implementation of the policies, guidelines and directions of a three-member, elected board of Commissioners. With the assistance of the Operations Manager and the Administration Services Manager, the General Manager is responsible for the overall operations, financial viability, customer service and representation of the District.

The successful candidate will possess a bachelor’s degree in Engineering, Public Administration, Business Administration, Accounting or another related field with a minimum of five years of progressively responsible experience in the supervision and or management of a water and/or sewer district or public utility.

Demonstrated ability to work cooperatively with outside agencies, consultants and the public is essential. Extensive applicable work experience may be considered as a substitute for a formal degree.

A valid Washington State Drivers license, or the ability to obtain one within the required 30 days. Washington State Department of Health Water Distribution Manager 3 certification required within one year. Water Treatment Plant Operator 2 certification or the ability to obtain one within two years is preferred.
